In early November 2024, the familiar online process for updating a post-secondary student’s DLI information was being withdrawn. The transition created uncertainty because the new regulatory framework was arriving in stages.
Why the old process mattered
Under the former approach, many students could change post-secondary institutions and update the DLI number in their IRCC account. That administrative update was not the same as applying for a new study permit.
As IRCC prepared the new framework, the account function became unavailable and students were temporarily directed to communicate changes through other channels. That short transition period should not be confused with the rule that followed.
The current rule is different
The regulations announced in November 2024 generally require a post-secondary student to apply for and receive a new study permit before changing DLIs. Sending a web form is not a substitute for the required application.
Whether a student may begin studying at the new institution while an application is pending depends on IRCC’s current instructions and any applicable exception. The analysis can also involve a new provincial or territorial attestation letter, continued status, work authorization and PGWP consequences.
Documents to preserve
- the old and new letters of acceptance;
- proof of attendance and compliance at the former DLI;
- the new study permit application and payment confirmation;
- any IRCC web-form submission or correspondence;
- evidence supporting the reason for the transfer.
Procedural advice from the brief transition in November 2024 should not be used as current transfer instructions.
