The September 2024 PGWP Announcement: Different Consequences for Degree and Non-Degree Graduates

Canada’s September 2024 announcement introduced two separate concepts into PGWP planning: a language requirement for most new applicants and a field-of-study requirement for certain non-degree programs.

Language requirements

For most PGWP applications submitted on or after November 1, 2024, university-program graduates must demonstrate at least CLB/NCLC 7 in each ability, while graduates of college, polytechnic and other non-university programs generally require CLB/NCLC 5. Approved results must be valid when the application is submitted.

Field-of-study requirements

Bachelor’s, master’s and doctoral degree graduates are not subject to the PGWP field-of-study requirement. For other university programs and for college, polytechnic or non-university programs, the requirement may apply when the study permit application was submitted on or after November 1, 2024.

The government has revised the eligible-field list after implementation. Students should therefore check the current Classification of Instructional Programs code for their program and the transition dates that apply to them.

Spouses and family planning

A student’s program may also affect a spouse’s eligibility for an open work permit under rules that changed separately. PGWP eligibility and spousal open-work-permit eligibility are different legal questions and should not be assumed to rise or fall together.

• Record the study permit application date.
• Confirm the program’s PGWP eligibility and CIP code in writing.
• Schedule language testing well before graduation.
• Recheck the rules immediately before filing.
